Many floors when fitted were appropriate for their use which may have subsequently changed,  they were fitted so long ago that the regulation governing their slip resistance endorsed their use which will have now changed.  These are just two scenarios where a floor may now be deemed hazardous and require replacement.

Replacement of stone, porcelain or ceramic tiled and resilient (vinyl & linoleum) floors is hugely expensive due to the cost of remaking the sub-floor, in addition to the cost of the new safer flooring itself.  The existing flooring will also likely end up in a landfill site causing further long term pollution to the environment.

Often the safer floor option is not aesthetically pleasing due to such products pre-dominant use in public toilets and similar,  although acceptable in a car parts reception this would not fit well in the reception area of an attractive office complex.
